  i think if that utility comes up then you need to change your preferences

  go into system preferences (that's the switch-like graphic with an apple on it in your dock)
  Click on Hardware - CDs & DVDs
  Choose "When you insert a blank CD" - "Open Finder"

  That will make the icon show up in your finder.
