jan/dec is a decent time to go. The surf is not in peak swing at that time—if you’re interested—but the climate is good.
That price seems fine, we almost pay that much from the states sometimes.
Go for it—you wont regret it.
I highly suggest renting a car and heading up the highway. Nothing out there but mountains, the ocean, and cactus—but that does appeal to some people. You can drive along the highway, looking for beaches that look like they might be nice, then just pick a sand road and barrell down it to not get stuck... lots of fun...
