I would seriously doubt any shampoo that claimed to help in this department - the chemical 'residue' from illicit consumption is taken up within the hair itself, not as some surface grease.
Though, if s/he was willing to undergo a full Peroxide bleaching, that might just about do it - or at least muddy the results so as they become useless.
Shaving/burning/waxing is the only true answer...
...but even that might not help if /she took drugs within the last week..
