I believe the best way is to send a FAX.
Every agency or business has a fax number, if you can find that, it will be definetly the best way. I sent about 15 faxes one time when I wanted to switch jobs and 3 people called back, one hired me.
The thing with faxes is that a secretary will go through every fax that comes in, and they will place it on the art-director's desk, (or whatever title to describe on the "to" of the fax cover letter).Agencies get phone calls all the time from headhunters, etc, offering to drop off portfolios.
If you send a fax, you'll stand out, trust me.
