  there is a need for consistant tone but depends on who the client and what the project is about.

  in most cases, this is what you put in to the proposal..

  Challenge
  The company
  Team
  Process
  Past work
  Answer
  Strategy
  Creative
  others

  you should have a consistant tone for over arching theme but may be a different tone for sub section if need be,.
