i've done billboards that were printed at about 30 - something dpi.
just design it at scale and use the highest resolution you can without slowing yourself down. as far as type goes... once again... proportion.
also good for consideration is knowing whether the billboard will be on the left or right side of the road.
if it's on the left, it will be farther away, and you should be very clear and concise with the info you want to stick.
