If I were a developer/sitebuilder and not a designer, I would want to work in Flash out of pure preference. I'm a designer, so it's a no brainer. I could give dozens of reasons Flash is superior.
However, it really depends on the site you're building. Would you really have any reason for building a news site all in Flash?
Anything where there is a choice, I would go with Flash. It's only getting easier to do things like showing current link, visited links, embed video in the same window, and generally make a user friendly site that would shut Jakob Nielson's gutter mouth.
