I don't think it is directly setting up for a sequel. It fits the story great since they are talking about how when the police use bullit proof vests the criminals get armour peircing bullits. Gorden was warning Batman that becuase he was using tactics of creating a "legend" the criminals will counter. It also gives validity to the continuation of Batmans legacy.
...oh and Great f'in movie... flaws aside.
