A bunch of movieclips are going to slow things down, I figured out a nice way to do it with "bitmap fills" in flash.
Here's the site I used it on filling the browser...
Here's how its done:
1. Draw a really big rectangle
2. Drop the bitmap tile on the stage and break it apart until it's gray checkboard
3. Click the broken apart bitmap with the eyedropper.
4. You should now have the paintbucket but it will be locked, click the lock on the bottom of the tool palette.
5. Fill the big rectangle from step 1 with the bitmap. It should tile to fit.
6. Depending on how you scale your movie, figure out how to keep the pattern placed accordingly.
