Microsoft built its position on very loose attitude towards piracy. Windows wouldn't be where it is today if it hadn't been installed illegally on millions of computers through all those years. BTW, same goes to Flash.
I think that's why it will be very easy to install Leopard on a regular PC, even if Apple policy will not allow for that.
If you like the OS, you'll want to get legal and your next PC will be a Mac.
