i've did a pixel illustration in illustrator once, with snap to grid etc. and i seriously wouldn't advise it. a) too much work b) exporting it to a jpeg for instance will alias it and c) you have to check every square because illy once in a while has the need to put something on for instance y:9,999px and x:9,999px instead of 10 / 10, which leaves tiny gaps. photoshop is the way to go and you can make it as big as you want anyways without losing quality.
