compile a list of all the agencies you'd like to work for.
Visit their websites and get relevant email addresses.
Email all of them with a link to your portfolio, telling them how much you admire their agency etc. Obviously you need to taylor your email to each company.
If no response, call them after a few days to check they got your email.
Remember if you email 100 places, and have a fail rate of 99 you'll be better off than now so don't get discouraged!
