Learn to code?

I'm not a developer, but could I learn? I know 1995 level HTML but have no idea about scripts and more complex code but I haven't tried to learn.
How much is possible for someone who hasn't been interested in learning yet? How much effort before I know how to create the next Google?

Really depends on what your objective is.
If you want to change careers and become a front-end developer, then HTML5 and CSS3 are essential, as is being able to script your own JS.
If, though, you want to remain a designer that has front-end skills, then HTML5/CSS3 for sure, but basic knowledge of how to use existing JS scripts and libraries — without having to script your own — should suffice.
My experience in agencies has been that designers with front-end skills rarely had to do much beyond basic mark-up, as the work gets passed on to dedicated development teams.

In addition to what I said above, having even the most basic front-end development skills is definitely a nice-to-have, regardless of your objective in cultivating them. It makes you able to collaborate more closely with developers (if you work in teams), as well as allows you to be able to judge artwork for technical feasibility in the run of a project, from first concept to execution.

So as it was said before, try to learn first the basic script languages for your industry, this will also help you to decide that you want to move on to real coding or not.

What is it you want to learn/ get out of this?
Most of coding is just sitting down frustrated swearing at the computer for not giving you the answer. Normally ones own fault for not putting in a space in the right place.
Coding is frustrating but rewarding. The worst part of it is the "internet noise". If you can handle this - its worth while.
Your other question - Is it possible, I'm a punk arse dyslexic from a rough town in a rough school with teachers that didn't give a shit. My education was shit poor. My gift (from what I was told) was I was shit hot with a hasselbald but with a terrible business mind - facing entering a marriage and poverty. I sat down and squatted AS2 night and day, 247. Years on I'm in an RnD for a prominent VFX company. So if I can bloody do it -- anyone can.
My advice is learn a "real" language first. It will be harder and yield slower results but you learn how it all works and pick up any language first. Don't go with the easiest option.
My 10p (worth nothing post britexit!) is a C language (c++ is cool if you can past terrible nerd typefaces) -> python -> java. You'll be laughing all the way to the bank (then tell me how to make money!)

Learning to code is something you need to do almost daily and never stop. And you need real project to really learn stuff. But if you code only 1 or 2 weeks per years, you won't go very far.
I tried but I got bored very quickly when it became to complicated, i dont have a lot of patience and i'm a little bit lazy. I can code HTML and CSS and makes very functional websites, but i dont code dynamics and more complicated stuff.

I've been doing this free bootcamp online. They have a decent and strong curriculum. They say it takes about a year to complete, but if you know the basics already the exercises should be pretty fast to solve for the first 3 courses.
Been on it for about 10 days and currently finishing the Javascript track. I'm hooked.

Another thing I wish someone told me at the start is project management - breaking the shit down into small chunks.
If you start to get the coding bug defiantly go "agile", nerd talk for shopping lists. I use this one for personal projects:

I used to work for a really disorganised company - they didn't care for code, just make it look "pretty"....mugwart - ... consequently many projects fell foul (I was a newb as well, not all fault was theirs ) but I learnt the value of breaking things down into chunksmugwart
- people can see it so know your working. it gives them understanding that there is a LOT going on behind the sense.
