I'm working on a website and would like to request a portion of the budget be set aside for icon/symbol work. In order to do this I need to have a rough estimate of what we can expect to pay for 6 icon/symbols optimized for use both large and small. I just need a ballpark figure base on others experience to know if I can/should even pursue this course.

Time+your designer's hourly rate.
Just because they're icons doesn't mean the pricing should be any different than it would be for any creative work, and hourly fees vary from designer to designer.
Best bet is to select three to five designers, and request quotes.

Also, there's no such thing as a 'ball-park' figure. A rough estimate could – and most certainly would – be significantly different from an accurate cost estimate generated from a detailed brief that articulates not just what you need in explicit detail what you require, but also talks about the brand/company and the strategy, goals and objective for the project.

Typically I would charge a flat-fee per icon based on Rate x Time and specify about additional cost for revisions, etc.
However, I would agree with Continuity about a ball-park figure here. If you know what the concept/intent of the icon already is it cuts out a lot of conceptual/exporation work beforehand and allows the designer to focus on the stylistic qualities of the icons (example: home, next, previous icons, etc).
But if they are more conceptual/abstract in nature and require more exploration and refinement, not to mention typically more revision then you might expect a cost to be higher.

I would budget for about 16 hours of design and revisions.

When I say ballpark it would be easy to say "in my past experience based on the description and example you showed I would think roughly $XXXX.XX" it doesn't mean that is what they are going to charge me but it gives me an idea of whether I can expect 100's or 1000's.
Although it did help to see that the fee would more than likely be an time+rate as opposed to flat fee based on usage.
