I don't think it's a bold concept. I think it's devoid of concept or context. The idea might be interesting if they'd taken it a little beyond what modernista did (it worked well conceptually for modernista, here it makes little sense) but the execution is sub par.

It's not effectively working on skittles.com in it's form but I do believe that a form of it can be reworked to work for their site. Right now I agree it is fairly filled with garbage and is not helping their brand image. But say this was for a TV show and it was used effectively as part of the TV show experience it might be more rewarding to the user experience. But yeah I agree it's got its flaws in the format that we've seen.
