Wordpress Template Question

We have a client who is currently rebranding. They have sudddenly hit us with "oh BTW here is our website which we have just done". It is a Wordpress themed site. Now I have no experience with WP at all I have never even tried one, but I do know CSS. My question is: How flexible are themes? i.e can I increase the height of a header/position of Nav and add a BG image?

Wordpress "Themes" are little more than PHP files. If you can write HTML and CSS, you can do a WordPress "theme".
You create a folder under wp-content/themes. You create a few special PHP files (index.php, single,php, etc.) and you create a stylesheet (styles.css).
Generally, I just duplicate the "default" theme and make changes where necessary.

i find it much easier to start with a theme like starkers or wp naked, absolute minimal css cruft to strip off

Hello again,
I have another question... So I have just (for the first time) looked at the the WP control panel. I have clicked on Appearance > CSS Editor and have found out you have to pay for the privilege... now this isn't a probablem but will the CSS I create write over the top of the CSS in the template or will it create a new stylesheet altogether, i.e how does it work.Also If I hit preview can I be assured this will not be a live amend but a temporary file... somewhere?

it's better to not edit the css in the dashboard, just create a new theme:
(wordpress folder)/wp-content/themes/ *copy one of the folders and rename to your own themename*
open the style.css inside that folder.. edit the first lines of that file to represent your own information. This should register your custom theme in the WP Dashboard.

after you added the new theme, I believe you can 'preview' it yes.
is the site already live? If it is, just run a local wordpress installation to develop your theme on and copy it to their server when you're done

Yes, the site is live.
So the site ISN'T hosted on a WP server. I actually install the control panel et all on my own server?

ahhh.. your using the hosted version of Wordpress.. then you will indeed need to pay $15/year to have the possibility to have custom css.. if you host your own Wordpress blog you will have that possibility for free ;)
