I belive what oliver stone is saying ( from your quote ) is that the actions taken from september 12 on have changed the world.
So I do not belive he is speaking specifically about the attacks, but more what our government has done in retaliation of the attacks.

I see your point garrett, but reading the brief article as opposed to the quote you can see where he refers to "my country" and technically since we have a government elected by the people, and our government represents "the people" this can be included inside that spectrum.
Personally I think when he refers to "grip of 9/11" I believe he is refering to the actions taken in the name of 9/11, not actually the feeling of emotions by the people about 9/11.
