if your rear drop come loose for whatever reason on a track bike, you'll be okay. if the same thing happens on a fixie, you are fucked. the wheel will come completely out of the drop.

I found this guy on ebay that took my exact baike and made it into a fixie...it sold for $450 and it's a 20 year old bike. I'm going to the bike store right now to see what I can do to make it a single speed.

No, the wheel itself might be overtensioned, meaning that the nipples are drawing the spokes to tauntly, creating pressure at the rim eyelet and causes that bulging that's in turn causes your brakes pads to make the rim like that.
