at least we are talking about design..
remember, the graphic designer who gets the photos does not usually have a say in how and what the picture is gonna be.
it is the job of GD to crop, place the image than apply logo or other treatment to give balance in both graphical element and photo.
some people may have a hand in how the photo is taken but that is why there is Graphic AD, Photo AD, Interior AD.. etc etc..

Phrases that start like "design is..." or "design isn't..." only manage to limit design. Design "can be" many things.
You might not like the Bally ads but that doesn't give you the right to publically disrespect it in this way. It's a matter of taste.
I like them. I think they work. It's not the Parthenon, it's a poster. I think you expect too much out of this ad without having done any research about it.

Bonseff, no, I just think it fails to communicate a positive, progressive message for the brand. It's just like 1000 other ads. It's limp and boring.

Bonseff, that's fine if the photo+logo succeed. But I think it's fair to apply the same objective measures of good design to an advertisement. And I think, objectively, the Bally ads fail.

my mom has a gang of old national geographics from the 70's. all the ads in there are pretty classic, just a strong image and a tag + logo. much like the one you posted only its selling a vw beetle. it is design.
not completely done my some kid at a computer pushing pixels around listening to tool on the headphones or someshit. but a collaborative effort

Fate, I went to a very conceptual school for design, even had a thesis class to get a BFA and the realities of the professional world is that you will feel lucky when the slightest concept remains after the client gets a hold of it. Unless, of course, if you blessed with very wealthy, educated and sensitive clients.
