Using InDesign would solve this problem. Ideal? Not really, especially for non-print designers. But being mainly interactive guy for the better half of a decade, InDesign has increasingly become more useful.
As stated above, smart objects in PS only reopen as a .psb file (temp file), so that does you no good. Just as a quick idea (typing on my phone with no laptop to check it out) can you do save out the smart object as a separate psd file. Then do a - file >place > your smart object psd file you just saved out? Not sure if this will prompt you each time you open the original psd file to reload updated placed documents like it does in InDesign. Worth a shot? Good luck.
