draw one object from the center of the pattern, duplicate it in one line with the transformations you need (stroke, color, etc), duplicate the line to build the pattern.
use smart guides to be precise

draw circle on a grid. duplicate it and move it right 1 grid step. increase scale 5%.repeat
take line of circles that increase in scale and duplicate numerous times vertically, arranging them brick layer style by 1 grid step horizontally.
You have now created the pattern but have no control over it.
Client asks for a tweak you are screwed.

Drawing a grid and working from there is the easiest way.
I did something similar recently that was very similar in terms of a pattern fading both ways like that.

Perhaps you can do the grid and use stroke weight to create the fade. That way it's a little editable and you can group the units in columns. Good luck!

You could possibly do this through a blend too, from a grid of small squares to large ones. Spacing is key but it is possible too.

I'm doing something similar at the mo but I think it would be tricky with Phantasm. You'd need a couple of layered instances of the effect and lining them up would be trial and error. But MrsT says I am often wrong.
Pretty straightforward with a combo of blends and transform effect, and more control.
