- Take your B&W picture,
- add a layer with any B&W pattern.
- merge it as linear lighting.
- Then depending on your image/pattern, add some blur on both layers.
- add a "Level" smart effect above both, then adjust....This is one solution.
You can also try to use a gray level image, adjust size to make it much larger, then convert it to BW ... Playing with the halftone settings that appears when converting can also achieve something similar.... You have much less control on the result...

Quick/dirty approach...
In Photoshop, make the art layer b/w. Then in Filter Gallery, apply Sketch/Halftone Screen/Line + Sketch/Stamp. Big negative with this is the lines are horizontal and you can't change them. You may also need to add a Laters adjustment layer afterward in case you get some odd grayness.
