The responsiveness is pretty solid. It's not all wonky like it is on so many other sites. Where is a good place online to go to start to learn how to build things like this myself?

No, it isn't. The mobile version is a lesson in chaos and disorder. No news site homepage should be the length it is. There's no hierarchy to anything. They should have focused on making it 1/4 the length it is, focus on breaking news and stories prioritized by the number of views they're getting for a specific time period, and have a section of buttons that lead to primary content sections. Seriously, that mobile version is a travesty.
