Used to do graphics 'like that' in Deluxe Paint on the Amiga, 20 years ago, pixel by fucking pixel... haha. I wish I still had those graphics - in my mind they were perfect chrome/textured and textured pieces.
I'm pretty sure they couldn't've been.

In 1993, definitely 5 color silkscreen w/ white base. Not sublimation.
artwork = made however the artist did it, maybe some Corel/Photoshop for the type if he was "advanced"
then 5 color separations put onto acetate. Made into 5 silkscreens.
Registration (4x) is hand done. Relatively a lot of craft just to make these cheesy tshirts of the 90s.
Back in the 90s, screenprinting companies made so much money. I remember shirt printing companies trading hands for millions of dollars.

Were they even using computers back in 1993? Before photoshop, things were hand made and mounted for some film, and then printed.
