i just put up my first sales on ebay, but i'm not sure if i did this correctly, the item needs to sell at 250 however the bid starts at $0.99, in 10 days, if there is no higher bids, does this mean the person will pay that amount or i can just cancel the bid coz it didnt reach the buy now option at 250?

You need to set a reserve of $250. If you didn't, and it is only $2 in 10 days, that's the selling price.

can i just remedy this in the middle of the bidding? cancel the bid and not sell now, and redo this?

If someone already bid, you have to delete the bids and set a reserve or end the auction and start over.
If you leave it and it doesn't hit as high as you want it to, you can always refund the buyer or tell ebay it's not for sale anymore, but you might have to pay the fee anyways.
