I'm moving to Munich at the end of the year and looking for international agencies working in the city but who work in English.

What kind of agency work are you looking for? Online or offline?
I moved here two years ago; far and away, the most important shop in the city is Serviceplan. They did really well at the Lions for the last two years. Plan.net (who I came to Munich to work for) is Serviceplan's digital agency.
You should be aware, though, that Munich isn't the big hub for agencies in Germany, international or otherwise. Most of the action is in Berlin, Frankfurt and Hamburg, with a smattering in Düsseldorf, Cologne and Munich.
Also, Munich is Germany's most expensive city.
Lastly, avoid Publicis Munich like the plague.

Oh, and Havas are in Munich, too. One of my mates from Serviceplan just started as ECD there.
