A lot depends on how big the character set is. Is it going to include symbols, accents, lining and tabular figures, small capitals, and all that? Or is it just going to be upper and lower case, plus punctuation? Character sets can vary enormously in size. And the fonts with the big sets cost a lot more.

Nice one guys. It looks like it will just be A-Z upper & lowercase plus numbers and basic punctuation. I gather its just for a campaign.

Anyways, I was saying that I commissioned monotype £16k to re-cut an existing font (I was working for a global company at the time). And vaguely remembering that Mr Porter paid £50k approx for their hand-written font.

This is really a sort of corporate identity project in the end, so how you price CI projects is a good starting point.
However, there's going to be some extra hard graft in getting it done, I promise you that. The client will be picking apart every. Single. Character. So, you're going to have think about how many feedback rounds you're willing to have, and how you're going to manage their timing, which will have an effect on the rate.

Client: 'I don't like the tail on the lowercase a. Can we do it differently?' 'I like the capital R. Can we make the capital K like that, too?' 'The lowercase f looks too much like a p.'

"vectorized handwritting". You're a lunatic. Handwritten fonts can be a nightmare to kern well between all characters. This is not a lightweight task. Charge heavy. Unless you don't have experience at all in this field and don't even know how to start. If that's the case, I advise you outsource this and charge what the other company charges + some fee.

I would price it as any other piece of design work you have done in the past, for clients of similar size/ budget.
