User experience aside, which of these is better for SEO?
1. Single locations page with 10 offices listed (each with their own map, address, phone, etc), categorized by county.
2. 10 specific office pages. Less than 100 words on each page, mostly contact information.

Option 2 ... It will have more SEO weight ie Title Page, Meta, Alt Tags, Body Text, and will be specific to location.

I was under the impression that there was a minimum word count for Google to care about a page.
Let's say each of these pages have 40 words total on them. The titles, tags, and alts do enough to warrant using separate pages?
- NA. There is no min, surely a max. Content must be relevant. That is the most important thing I can tell you.dibec

Depends on your goals and your audience. Will people be searching for your company by location? If they are just searching the name, then value could be limited.

There's pro and cons for each solution. I don't see why you can offer both approaches.

Landing Page / Index page with each location having it's own detail page. Sounds like enough content to do so.
