Listen,
Just fucking set Photoshop to 452ppi and then create a new document at 163ppi and 7.87 inches x 5.3 inches for the iPad mini designs and then a separate document at 264ppi and 9.50 inches x 7.31 inches for the iPad (with Retina) designs. If you want to support the iPad and iPad2 (most designers aren't bothering anymore as these products are obsolete) you can create a third document at the old iPad specs but good luck finding them anymore.
Come on, designers. Is this really so fucking hard to figure out? The specs are all right there on www.apple.com. Fucking kids these days, want me to figure out everything for them.

This is intended for websites or web apps designed just to fit on the screen.
