yep, assets need to be reduced, but by doing that you'll need to reposition them.
otherwise a nasty trick is put it all on a movieclip and stretch it to the wise you want

you can onion skin everything and scale it down, it will fuck up all the bitmap images if you have any.
but im in this banner ad business for the last 10 years, and its the worst idea to do it bigger.
you must present it the way its going to be presented to the audience, and the way its going to be published.
use that argument next time.
otherwise, you should just present the art (psds, ai, etc) in a larger size so the client can check out the elements and stuff, but when it comes to flash it should be made on the final size

SWF will scale to whatever the container on the web page is set to.

use edit multiple frames to size everything down, and then edit assets as well.
