Except for the large background images, it seems pretty dated looking... regardless of cost. Sort of a tile thing happening, but the constrained proportions and rounded corners date it.

It looks okay, novelty design, but very little content or infomation, what text there is is small and hidden away. If I found this site I'd just close is and move on to the next one as there seems nothing there.

Birmingham Council spent over £2.8 million on this though.... http://www.birmingham.gov.uk/ (Honest) So you could say they got a bargain.
