Can you do anything with a domain you own without paying for hosting?
Is there a cheap way to buy a url and have it forward to another one? I know hosting can be $12 for the first year, but I don't want to spend $100 after that.

yes. that's the normal thing to do...
go to namecheap.com or something similar.
You only pay for the domain.
Domains with hosting normally only happens when you want hosting and they throw the domain at you for free..- Namecheap has worked fine for me.... no complaintsvaxorcist

Yeah I know that I can buy a domain for almost nothing on godaddy or some other site. But can I forward to other sites or do anything else without paying for hosting ever?

I don't get what you're trying to do. You can do things with a domain without hosting, for example, you can have a domain and have email trough Google Apps without ever touching hosting.
If you want to point a domain to another one, I presume you own the other as well, and that you control were the other one is hosted/linked to. You can point a new domain to another, as long as you control both.

You could point to anything using forwarding, and the URL will stay the same after the forwarding if you use Masked Forwarding.

So you want to forward to an existing/operating domain or URL?
You own or have content on XYZ.com but register the domain 'newuser.com' and want 'newuser.com' to just point to XYZ.com?
Is that what you are asking. If so, almost all registrars do that and it should be in your domain control panel under 'domain forwarding.' Could be somewhere within the DNS or Nameserver options.

yes, for example, you can have:
www. yourwebsite.com
and
www. your-totally-keyword-filled-doma...point to the same place, i.e. www. yourwebsite.com

Hover doesn't try to spam you with upsell crap every step of the way.
They don't have the cheapest domains, but their service is good, so far.
