Web Wire Framing / Mock Ups

Heyas!
Do any of ladies or gents have a recommendation for a "good" application to do wire frames / mock ups for a web site? I did the google thing and really not looking for a web service ... just a simple installable app.

do they need to be interactive wireframes? I alternate between Fireworks and Illustrator for wireframes that I don't need to be clickable or show interaction.

For simpler sites Ive actually been starting to build mockups in HTML, just using as CSS as much as possible to accomplish everything. Its actually been almost the same time as it takes me to do something up in photoshop, but the changes / revisions seem to be easier, and when it's approved, im pretty much already done the conversion process, just need to build it out / connect to DB / wordpress / etc.

I use, and love, LucidCharts. Works just fine for me. Although I do prefer to just use Photoshop or INDD.
