Context: client has a successful Magento store with around 300 products.
Problem: desktop site is virtually unusable from a mobile device.
Solution:
A) Redesign entire site to be responsive? or
B) Create dedicated mobile site theme?- Do either of these options mean duplicate entry, or can they both be managed from the same Magento install?
- Which of these options will potentially take more time and money to accomplish?
- Can you recommend any resources for pursuing either solution?

I can't answer your questions from a Magento standpoint. Though I would say design and develop mobile first. If your client only has budget for a mobile solution - at least the frame work to expand that solution to a fully responsive site is in place - even if it's a dedicated mobile site to start.
- The OP already states there is an existing, successful 'non-mobile' store.ETM

You can choose to have a different skin for mobile for the same store.

Sounds like a mobile only site may be the way to go. I'm intimidated by the idea of creating a responsive Magento theme, as I'm still inexperienced with the system.

Anyone know of someone who's got development experience for Magento mobile sites? I could use a subcontractor or at least some guidance.

Did you read the post above? You can have two themes for your site, and there is an out of the box mobile template included with Magento. You can use that, then just tweak the basics.

I appreciate the recommendation, ETM, but I foresee the client wanting more customization than I'm able to develop, even with that style as a baseline.

Well it sounds like you better go with the hiring someone option...

Last night I didn't understand that the stock mobile theme is as flexible as it is. Today, after more research, I do.
