div or ul li help?

Trying out a responsive design:
9 images same size.
3 across and 3 down.I've dissected sites and some use divs and some use ul. ???

semantically do they stand apart?

Probably more appropriate for a list, if they are a related set of items like a gallery.
But let's face it, in the grand scheme of life and the universe, not a huge deal either way.

Would it make a difference
when the display goes from 3 images across
to 1 image across?

^ No. That's all just CSS float stuff. You could implement it with either. Just pick one and get it done.
With the UL/LI you'll have to write more CSS to get rid of the "list display" shit and bullet points etc.
Doesn't really matter either way. Not worth worrying about. Nobody is gonna care but you.

fuck it, wrap the whole thing in a form, float it left, zoom:1, display:inline-block and position:relative.
oh and while we are here... don't forget to add azimuth : behind;

Have you considered tables? They are far more flexible
