Fontographer is a option. You wouldn't need the full FontLab software to do this. There's also FontForge, which is free and open source, but in my experience, not very friendly.
But yes, the workflow would be:
Illustrator > Distress > Font Software > ExportTo be all legal and whatnot, make sure you're not violating the license to Berthold Akzidenz Grotesk by doing this, but that's really beside the point.

you can also use Glyphs. It's still in it's infancy but serve well for that kind of work.
