that caps lock cursor thing can be useful if you're working on something that makes the normal cursor tricky to make out. I've definitely used it as a feature before and it's helped..

yeah it can be annoying. I noticed that if you have a really large brush (1500px +) if the whole brush doesn't fit on screen it defaults to that tiny cursor.
