Scrambled TV effects

Hello everyone, I need some help.
I would like to know how I can produce a scrambled TV effect in Photoshop.
Something like this:
If you know of any resources or tutorials, it would help me much!

If you've got access to After Effects, then

can get good results. Or you could just roll your own displacement map in AE to get the above effect...

Spray water on your monitor then drag your finger across it.

After effects had some in built, try searching static, grain etc in the effects palette. Throw in some slight offset and b&w and your nearly there.
