Stupid question, but are there standard sizes for clothing hang tags?
I'm looking to produce some high quality ones on a budget.
Are die-cuts considerably more expensive?

Anything custom is more expensive.
and the words "high quality" and "on a budget" very rarely go together.I got mine from moo.com
it's fairly cheap and print quality is good. Then I perforated them myself and placed metal eyelets.
I got the idea after a chat with capn_ron sipping on some beers :)I will admit, I used to hate going with my girl to shop for clothes, now when she is looking at shoes, I go inside any store and start taking photos with my phone of tags, packaging, interesting details, embroidered labels and custom zippers. There's no specific size I think, but there's TONS of things you can do.
You could get a hand embosser and do it yourself on something you printed online maybe. There's some really creative stuff out there but a lot of it its done in the 10000s and it's hard to match that if you are just starting...

Some printers offer a certain kind of diecuts that are a bit standarized so specific circular sizes for example, you can ask the printer in advance and they will let you know. Also tell them that you are starting, and you are looking to do something interesting with a modest budget, sometimes they will bring out ideas that you didn't knew were possible and it's enough to make your project stand out you know? They usually don't charge for consulting (or for paper samples) so take advantage of that...
