I think they're trying to make it clear to the suits that they can work with clip art images from iStock..... for the low budget crowd, it's just annother visual indicator of market positioning..
i.e. what iStockPhoto is to a "real photo rate" they are to a "real designer rate"

I don't know of any of the psd2html ubercheap sites that do genuinely nice work, but I have heard there are some.
I pointed two would-be clients whose budget wasn't big enough to hire me (I charge what I charge not because I'm that good, just I value my time spent higher than these sites do) to look into psd2html sites and both came back to me saying how awful their experience had been.
That said, I have heard a few people getting decent WP builds from the WP-spewout sites.
