i think everyone, especially artist, at one time or another has a source of influence. you may call it what you like; inspired or ripping off. but i think it's part of the process of developing skill and style.
it's not like she's copy pasting some codes or posting images and calling it her own. she still have to put time and effort into her work. i don't understand why you are even concerned about this, especially since she mentioned your friend as a source of inspiration.
looking at her current work, seems to me shes beginning to develop a style of her own. your friend should be proud she once looked up to him and became the artist she is today

I really don't see this as a rip in any way, just a vaguely similar illustration style.
I've seen loads of illustration in this sort of style. Perhaps your friend isn't as original as you thought.
