Try turning off SNAP TO GRID and SNAP TO POINT.

turn OFF "Snap to Grid" and ON "Snap to Point." Maybe turn your "Smart Guides" on too.
If you still cant do it, dont worry, its close enough, no one will notice

Or ignore all of the "Snap to" stuff since it can lead you astray at times. "Snap to" could sometimes translate to "Get me pretty damn close."
If precision is paramount, use your Transform palette. Get the X and Y for the corner, and then input those values for the center of the circle. Once complete, *manical laugh* *manical laugh*

Use "snap to" and drag your corner with cmd, this should work.

if snap to grid is on, snap to point doesn't work.
turn on snap to point, and push apple+u (smart guides)

You can just use x and y co-ordinates to place.
Or use Smart Guides and Snap to Point to see "Intersect" as you get close. (as fresnob mentions^) If not exact - just nudge with keyboard arrows.

Turn off snap to stuff. Turn on Smart guides. Hold down Command and Grab the center of the circle. Drag it to the corner. It will snap it place.

Even with all snaps off and smart guides on and i have the center aligned with the corner, when I release it moves it to that location.

My issue was caused by fractions of pixels. If I input whole numbers as my heights and widths it works.
Is there a way to round to the nearest whole pixel?

illustrator can not handle the concept of "center circle" associated with the vertex of a parallelogram.
Things I would do.
2 guides, draw the square from the intersection. Then would click at the same point and introduce the diameter of the circle.Taking the square, draw a cross in the corner. Center the circle with the cross. Voila!

If your issued is caused by pixel snapping (fractions of pixels) then your setup is wrong or you're still snapping to pixels. Start a print document.

Make 2 lines with the pen tool, one horizontal, one vertical / center them on each other – group them / Center the circle on the lines / convert the lines to guides / center the x on the guides...
