can i say...take someone else itouch and put music on it from my computer?
or would one have to reformat it because it doesn't act like an ipod?

depends on if its locked or not.
If its not locked, the original owner can trace it once you connect it with your computer.

Better to give him the songs directly.I think it depends on the os. Older ones seems to work but newer iOS seems to not work.

but i want to give a massive dump of tunes, and i've noticed some of my purchased stuff doesn't transfer onto their itouch when they drag & drop from their itunes pc. i'm on mac.

Purchased stuff won't transfer at all. Only unless you reg the device your self on your machine (by format).

Or rip your iPhone or iPod which contains your songs.
Rip it to get rid of the rights managed so you can freely transfer it.
