Browserlab takes a screenshot on load, so you can't really tell all that much from it.
I've tested in IE9 on Win7 and not had trouble.
I think it's maybe a host issue or something as it loaded quickly and fine.

to clarify a little further - the investor of my client, who has these specs, is saying that the hive logo/black box/txt loads - but he's getting a spinning wheel as though the images are coming but doesn't ever get there...
