Having one of those mornings. Can't find the issue. View this link in Firefox and you'll see the horizontal rule is floating at the top of the page:

is it necessary for your main-sidebar-content to be float: left ?

try taking out the floats so the hr displays under

You've not cleared your floated elements, so the rule is coming in at the last cleared point.
Add the following just above the footer.
<div style="clear:both"></div>

Anyway, why the need for the hr? What's wrong with having a border-top on the footer?

Honestly, I don't even care about the what or why it was marked-up like it was. I was just asked to fix this by the client, not troubleshoot the code. I am happy you guys were able to assist me with the issue so I can move on to one of the other 100 things on my desk today.
