Layered images in HTML/CSS

I know this is going to be pretty basic for a lot of you - so please have patience with me!
I've got an image on a site - and I'm trying to place a .png with transparent gradient over it. I think this has something to do with the z-index, but I'm just stuck. Does anyone have a few lines of code they could throw at me?

is there anything that goes in the HTML portion? I take it this is for the CSS... Please and thank you... I'm but a blind soul begging for change :-)

thanks man, I've done a fair bit of googling - been working on a bunch of stuff all weekend - it's probably getting to me and nothing is making sense anymore. Thanks for the help man! I'll figure it out from here
