How much should I charge to do a website like this?
(this is not any sort of reference as to the look - it was provided to me as a sample of what type of site they need)

does your client have a budget?
figure out what they want (you kind of know this from the site they sent you), what their budget is, timing, and work backwards figuring out how much time it will take you soup-to-nuts. multiply that # by some hourly rates and there you go.

Either do it through their non-profit entity and have it as a massive tax write-off, OR about 4grand, which is probably far more than they want to pay, or could pay, get negotiated down to 2750.

Exactly 72,025.624 Indian rupees (plus VAT)

$125/page. $225/page for any page with special features that require you to dick around w/ code outside of html/css.

will the client be able to edit the site or not. (things you need to know)
who is going to program the site.
who is going to populate the site.you need to be clear on what's needed. and what's to deliver.
then you can put a price on that.the hard part is, they might think it cost 500 bucks and you going for 5k.
- also, what about the copy. who's writing it? we or client? also who's spell checking?akrok

other basic things.
make the client to approve things.
if they change later. you make sure they understand this will change the timeline plus added extra cost.
aka cover your butt.

to do this correctly, it won't be that cheap.

I am gaging about 100 hrs on this about 4 weeks to complete
From Design to HTML and populating it
so 100 x YourHrlyRate = $

The previsualization paradox is the real billing question....
i.e. when you're mostly done, how much are you going to hear something like "that's not quite what I was thinking"
If you think you can prevent this, bid normally, if you have a gut feeling you're going to hear it alot, and have lots of last minute randomness, bid 50% more...
