Do you mean the end print result looks really good, or the stamp's handle and form looks really good?
If the former — most laser-etched rubber stamp will give you that quality of end-finish, but the print quality is a lot down to the form of the design (ie. the above example works well as the detail weights are just about perfect - not too thin, nor too thick).
tbh, I suspect a little bit of tweaking in photoshop afterwards in the photo above... that really is a good end-result.

- 'good end result' = no smudging, total consistency of ink application, etc. Not quality of stamp's cut..detritus

You can get a rubber stamp made anywhere really. They're all the same quality.

City Stamp & Sign in San Francisco can create awesome stamps. I can't see the image you posted (blocked at work, I think) but I'm sure they can meet your needs. They've even created PMS matched inking pads to complement my stamp.
Give them a call and have them ship the product anywhere. Cheers.
