It doesn't matter if it's common-sense, it doesn't matter if it's simple - and it doesn't matter if there's not so much skill involved. The steps required shift as search engine technology evolves, and knowledge of the field needs to be maintained.
A think a better way to think about this is whether search engine ranking is important enough, to task a person to working on improving it, full time.
For a mid to large site, this I'd say it is.

unfortunately, here's how the food chain has boiled down at our "agency":
social media guy
seo guy (same guy as above)
strategy guys (same guy +1 as above)
design guysthe top three inform the last, not vice versa or in conjunction, they take priority over all design, ux and ui.

in my line of work (ecom) it's a pretty big deal. the top 2-3 results on google get such a disproportional cut of the converting traffic that we have to consider how every piece of content, at least the evergreen content, is coded and tagged.
It isn't evil or BS, it's just another component in doing business, like picking a good location for a storefront or nodding to a current trend.

Lots of ignorant comments here, on the level with clients who say hiring a designer is bullshit and anyone can do it because they had a couple bad experiences. Good for ahli and dconstrukt for injecting some facts into the conversation.

you have to match up a clients ego with seo that actually drives business... most people want to be #1 for a glory term that will do nothing but burn cash. as an experienced (11 yr) seo this is the battle.

@kona seo has nothing to do with design. i can make any design work - visually it would be the same, as far as Info Arch, Semantics and Link Structure etc this would be under SEO control (preferably)

The long and the short of it: a strategic planner who spends more time tweeting than gathering useful target market insight to create a proper brief with. Or a copywriting flunky who got shifted to account minding, but hasn't quite let go yet.

short term SEO is very different from actually making a good website that people want to use and link to and that may actually survive the coming google dances....
Google will probably re-engineer their algorithm a LOT in 2011 to defeat the SEOs gaming the system, people are getting frustrated with the results and google makes almost all their money on search... they can't afford to lose out to Bing,etc..

ive said it before and ill say it again, theres a market fr SEO because so many designer/developers cut corners (im specially looking at you .net developers) then the client looks to people like me to sort out their mess.
