I've put up a page before that said "this site has been suspended due to insufficient funds". i got paid pretty quickly.
i've also put a few hidden php files that delete entire folders just incase you really have a problem.
NB: I work in a country with no viable legal system though.

While tempting and seemingly a good way to get them to pay, you should definitely be cautious about doing it. As miesfan said, its a good way to burn some bridges.
Granted, not paying your designer / developer is also a good way to burn bridges, and is clearly not fair to you. But, that's what contracts are for. Contracts keep your shit legally enforceable, and at the end of the day that will probably get a client to pay quicker than killing their site.

Send them an email that says since they haven't held up their end of the contract (paying you), you have no choice but to hold off on your part of the contract as well (keeping the website up and working). Say it nicely, and I don't see a problem with that. I just recently had to do something similar...after 'realizing' they had some 'accounting issues', I got the money pretty quickly. And I won't be working with them again.

Basically, I don't think it needs to be spelled out in the contract as more than 'payment for project' lingo. If they don't pay for the work, you don't give them the work, no matter what form it takes.
